"Remember that, meantime, Russia has to resist the heroic and indomitable Circassians, the best and most tried allies of Poland; that Daghestan is preparing to set forth her eighty thousand warriors in common revenge upon Russia, and that a Russian army of more than one hundred thousand men is engaged on that distant frontier; that Persia looks with eagerness for the chance of paying to Russia old debts; that Turkey not only suffers from her secular and unceasing intrigues, but loudly complains of Russia violating the late
treaty of Paris in 1856, by blockading the coast of Circassia after having engaged to allow free navigation on the Black Sea; that Turkey, like Sweden, is now arming in hopes that the long-desired opportunity is now approaching when they both may put a permanent stop to Russian fraud and violence."
