Papers Respecting the Settlement of Circassian Emigrants in Turkey (House of Commons, 1864) is a collection of British diplomatic correspondence concerning the final phase of the Russian conquest of Circassia and the mass displacement of the Circassian population in 1864. While the papers examine Ottoman efforts to receive and resettle Circassian refugees, they also document the violence and coercive policies that precipitated the exodus. The correspondence contains contemporary reports of Russian military operations against Circassian communities, forced expulsions, widespread civilian suffering, and large-scale mortality caused by warfare, famine, disease, and displacement. Among the most striking accounts is a report by the British Consul Dickson reporting that Russian troops massacred approximately one hundred surrendered Circassian villagers, including women, children, and pregnant women. The papers portray the Circassian exodus as a major humanitarian catastrophe, with tens of thousands fleeing their homeland and thousands perishing during transit and in overcrowded Black Sea ports.
